A pure cost approach for the improvement could be considered. But you likely will not get full value in a buyers mind or the lender's appraiser. Therefore, I would highly suggest a formal appraisal be considered.

If you are a Seller, it's likely that any future Buyer will need financing and an appraisal will be required to approve the loan. What it can appraise at, really is more important then any perceived value by a Buyer at this point. If you pay for an appraisal now, you will know what comparables are available and what adjustments the lender's appraiser will likely use on any future financing appraisal. Then you can make an informed decision on if you even what to try and sell at this time, in this market.

If you are a Buyer, your lender's appraisal will set the loan limits for your financing approval. Your risk is your time and the cost of a mortgage application. By agreeing to a price in an Offer with a Seller, before any home inspection costs are incurred, have the appraisal done so you know if it's going to be short on value. An Offer can be written in such a way that if the Selller does not lower the price to the actual appraised value, you do not have to buy it and get any earnest money deposit returned. You are out appraisal cost and you time only.

Hell-o, Madison is a great city, so don't be nervous about making a move here. It has been my home for a VERY long time. Ethically, I cannot steer you toward or away from any neighborhood, but statistically, homes in Nakoma and Maple Bluff are popular. I would suggest you narrow down your search based on your criteria and after looking at houses you like, walk the neighborhood, visit schools and possibly interview people who live in the neighborhood. Great question. I will having been answered by others I will add with a broader outlook. Any homes can be viewed by any agent, and you can have any one agent represent you in the sale of any property, helping you find the very best home and answering all of your questions.
Did you know that will cost you nothing.

One of the keys is to make sure that there is proper egress. That way, in case of a fire, occupants can safely vacate and the bedroom is "legal" when you decide to resell the house maintaining the true value. Fitchburg has specific requirements regarding this which you can confirm through their City offices. If the current windows don't qualify, you might need bigger windows or simply a way to reduce the height of the climb required to exit. A fairly simple set of wooden steps might work.
I have found the personnel at their office to be very helpful.
