Typically the city takes care of it, but if they aren't then you can hire a service to do it for you. I would recommend asking your neighbors how they have it taken care of. A Realtor will be able to provide you with the most accurate information on foreclosures. To my knowledge, all foreclosures end up with a real estate company at some point. As far as how long it takes to get into inventory, I've seen foreclosed homes go on the market after auction within two weeks. But I've also seen some homes taking over a year.

Once again, work with a trusted Realtor. We have great insight on properties then customers may think.

I think the best option will be to build out your own in-law suite by converting a basement or attic space, or putting an addition onto a home (in law wing with separate entrance). It will give you more options.

The only single family property coming up using the key word "in law" is the below. Looks like a complete gut renovation (but a nice lot). Chances are you will need to pay all cash (or put more than 20% down). I cant imagine you can get traditional financing for this project.

The last sale on record in Twin Beech was $185,000, although this was last June. It had no garage and was in the front of the complex. There are currently 4 for sale, 3 with garages asking between 185,000 to 189,900. The prices in this complex have fallen quite a bit.
