There is no such thing as an average water bill just as there is no average person. Everyone uses water differently, depending on how many people are in the house, how conservative or wasteful they choose to be, how much gardening they might do, their jobs, etc etc etc. The same is true for all utilities. Depending on the size of the property, it's age, the number of people living in it and their habits utility costs change. Even getting the actual bills for a specific property tells you absolutely nothing other than these were the bills, it's data without context as you don't know anything about the people occupying the property and how they choose to live.
If the utility bills are an issue when considering a property you should buy a less expensive property.
