Homeowners insurance is required if you have a mortgage and is highly recommended even if you don't. Umbrella insurance has nothing to do with your home, (though you need a home to get it) It's a policy that protects you personally should any of your other insurance policies not cover a specific claim. It's inexpensive protection but it's not a primary insurance policy and you may not need it at all. Insurance with the utility companies is also entirely optional, and i know very few people who bother with it. It's only covers a very limited number of items and I'd tell you it's probably not worth the monthly cost.
Of these three types of insurance only homeowners is absolutely required. If you have sizable assets and can afford it and umbrella policy may be a good thing to purchase, but it's certainly not common for a homeowner to purchase it
You should speak with a couple of insurance agents and ask them to review what you have and explain things to you and ask for their recommendations.
