No you can't home inspectors are licensed and tested through the state I believe so only a mortgage company would accept their write up. You might ask a lawyer that deals with the attorney review or realtor they should also be able to tell you but would ask a few different people just to be sure ... more

You Will need to discuss this with the offshore Bank as to how the process works for you to get the funds here. You need to find out what is required from you to get the funds transferred to you or the seller. You will need something in Writing from the off Shore bank to prove that you can get these funds. There may be other options for you to borrow the funds from a local investment banker.
