If I read this correctly, you're in the inspection negotiation phase and haven't purchased this. There's no "recourse" here. The seller doesn't have to fix any issue or accept less money regardless of what they said. Even if they told you about a water issue, they still don't have to do anything about it. Yes you can but your use of the home may/will be limited depending on what your visa requirements. Also there are some home opportunities like HUD properties that you wouldn't be able to purchase unfortunately.

I am not sure where you getting your info. Are we all in the same city? I am in Edina, no foreclosures on those two streets. If you are getting info from some other web site, they can be accessing bank DB's, who knows.. Some get info from other than MLS. Hennepin county does publish Sheriff's sales. Got to Henn. county Sheriff's sales. The sale date is 6 months before final foreclosure.
Anything under 500k in Edina in Foreclosure will get heavy traffic immediately. If a a good buy, will be gone in first week. You need to get a Realtor, Bank properties move fast if worth anything.... more
I can't think of a flood plain area in Bloomington. Nine mile creek? Down by the Minnesota? I lived on the river bluff, the spring we had a lot of rain, it flooded, I was surprised how close the river came. You will need flood insurance. It was on structure only, no personal property. I have owned 14 houses in fourteen locations. We had a house in Rochester, Minnesota, near bear creek. 7 inches of rain, creek overflowed it 's banks. Our basement was flooded, it was not finished. Insurance pays for cleaning, new furnace, any other structural damage. It would pay for carpet and drywall if finished. Here is the unknown about flooding, if you are in the way of the current or you basement is very tight, the house can be knocked off the foundation or it can collapse from the pressure. My neighbor's foundation collapsed, luckily it was only one side.
There are a lot of choices out there. Today's market will punished a house by up to 30% for a location problem.... more
here are my questions, A. Do you want to be able to walk to the high school?
B. Is that high school Bloomington Kennedy or Bloomington Jefferson?
I am a realtor who lives in Bloomington and knows both areas well, in general the homes near Bloomington Jefferson are newer and probaly more expensive, but there are newer homes near Kennedy also in an area that was redeveloped. Depending our your price range, there are homes out there in either location. If you have figured out how much home you can buy. I could email you some options.

It is a very drawn out process, and I would recommend getting out to take a look at the other homes on the market in your price range.... who knows, you could easily find something you like as much, or even more than the home you are in currently.... more
