You could definitely own a second home in Surprise while you lived and worked in New York. There are of course tax implications to this by owning a second home. If you aren't planning on living in it for a few years what is your plan to maintain it and keep it safe until then? Will family live in it? Will it be rented? Most do and they mostly are three sided. If you have neighbors to the right and left and behind as many homes do, then who does the fence belong to. When you sell if there is any damage to the fence, the inspector will note it, and you will have to repair no matter who caused the damage. And nothing in these subdivisions is allowed to show above the fence with approval of the HOA. If you are a resident in Sun City, Sun City West or Sun City Grand you have access to park your 5th wheel and store the trailer at the Sun Cities RV Parking.
If not a resident in the above named age restricted communities, there are numerous storage and parking locations around Surprise, covered and uncovered. When not in use, I store my 5th wheel in Surprise. Call/text/email me and I'll provide you with several locations.

I don't believe a inspection is required by the lender if it is a shared well. I Always suggest the buyer try to talk with the well manager during the inspection period and discuss the well agreement and the history of the well.

The share in the well is the share the property has not that the buyer gets or a seller gives. The agreement a contract of terms not a right to use.
