The bank wants to verify the value. It is possible if the seller gives you a list of improvements or better yet, invoices of the improvements the bank may waive the second appraisal. They need to substantiate the difference in value. Another thought would be a desk top appraisal. If all else fails pay for the second appraisal. Don't let a few hundred dollars kill the deal. Possibly your loan agent can cover it.

Well it really depends on what you can afford. Try getting pre-approved for a purchase mortgage and this question will probably answer itself. But affordability aside Millbrae is the best of the three.

Actually, people should be paid for living here. Shelter Creek condo is a total nightmare.
Hallways are full of tobacco and pot smoke. The smoke will be drifting to your condo. HOA is absolutely insane. You will get fined for everything, even for totally false accusations. You simply don't have any rights in fighting with HOA. Buildings are poorly constructed, you hear every sound of your neighbors. Cannot have washing machine ($500 fine), cannot have pets, must have carper in the bathroom and in the kitchen. HOA make rules on fly. Owners usually do not participate in board meetings or elections, so the board can do anything and they actually do what they want. The friends of the board are exempt from the rules, have dogs, for example. The windows have large gaps, it is often windy inside. They have only electrical heating, so you heating bill in January can go above $200. Families with children are heavily discriminated. No playground. Security does not let children play in the clubhouse. You see the marked price, compared to other places, you see the high turnover. There is always a reason for that. ... more

The real issue with VA loans is that they require a Section 1 clearance on the termite report.
This is work that the sellers do not want to deal with unless they have no choice or it is easy and there is not much work.
I recently got a buyer into a home in San Mateo with a VA loan.
We had the highest price and the section 1 work was less than $200 and easy to do.
Unfortunately most homes have more work required than this particular home.
Your best chance to take advantage of the VA loan is to find a house in good shape with little work required to get the section 1 clearance or to find a home that there are no other offers.

Crestmoor 1, 2 and 3 are the most desirable areas in San Bruno. The weather is good, schools are good. Close to transportation and shopping. It is not in the direct flight path. HOmes are well kept.
Weather in the Crestmoor area of San Bruno is much different than in the Westlake area of Daly City.

I think better than that is to contact an agent who does a lot of work in San Bruno or any other city you might be interested in. A good agent might have already spoken to the owner or like myself works in a large office and has other contacts. give me a call at 877-Lee-Sells.
A bank will not accept a short sale unless it is on the market.
I would like to address the other part of your question. Some home owners in Pre-Foreclosure might wind up catching up on payments, might file bankruptcy and or might get a loan modification. That is why you don't see them on the MLS. There is a lot of pressure on the banks not to foreclose so they are postponing foreclosures for various reasons.
There are many homes on the market now. In San Bruno there is over 6 months of inventory. I am sure I can help you find a good home that meets yoru needs.

Sorry it took so long to answer your question, I just got back from out of town. The BEST area of San Bruno is Parkview Terrace, Period!. It's about one block from Millbrae. Good streets are Parkview, Crystal Ct. Scenic, Glen, all one block streets.

What's nice about Parkview Terrace is almost 99% of the homes are well kept, nice curb appeal, good paint, good roofs.....

Mills Park and El Crystal is another nice area with pretty good weather. Crestmoor is good, but kind of on the foggy side.

These details regarding increasing monthly HOA dues will be in the condo disclosures package which the list agent can provide.

My understanding and what I’ve seen with foreclosure condos is that the lender (who is the owner) pays dues that are in arrears at the time of closing.

I can’t say that I’ve seen dues increased because of a high ratio of foreclosure units. As an aside, there is never any guarantee that HOA dues won’t increase over time, if anything just to factor in inflation/increasing costs of maintenance and repairs. There are typically limits as to how much monthly dues can be raised; another detail which is in the condo docs.

I also recommend that my condo buyers hire someone to review condo docs/analyze reserves as part of their inspection process. It’s really important to get a sense of how healthy the reserve account is. If it’s severely underfunded, there will likely be special assessments; if not in the current budget then at some future point.

San Bruno is a charming community but there are also other affordable Peninsula communities that you might want to consider such as South San Francisco. Both of these communities including Daly City and parts of Pacifica will have some heavier airplane traffic noise (included in disclosures) as well as more fog; one has to go further south, typically just past Millbrae to get into the sunnier, warmer climate.

Depending on the type of financing, IE: FHA vs. conventional, the lender will want to see a certain % of money in the reserves along with other criteria pertaining to condos.

On a side note, it looks like from the questions you’ve posted on Trulia that you’ve been going it alone. Why do all the work/research by yourself when you can hire a buyer’s agent to help you with the process? The commission for both list agent and buyer’s agent is paid from the seller’s proceeds so it’s no money out of your pocket.

Might as well get the full benefit of working with your own agent sooner rather than later. Just a thought….

I live in Mills Park and my kids go to Allen Elementary School where I am currently the president of the PTA! Mills Park is great! There are a variety of house styles, the schools are excellent, it's so convenient to transportation and shoppping...let me see, what else...oh! You got San Bruno Park close by and the weather is calm! I used to live in Belle Air, near the airport but it got kind of noisy with the planes going overhead. San Bruno is awesome! If you limit yourself to 1,250 sq ft you are going to lose out on a lot of homes in Rollingwood because many of the homes are 1,110 sq ft +.

I do a lot of business in San Bruno and have sold more homes than any indivisual agent in the City of San Bruno since 2001.

It doesn't sound like you have an agent or you wouldn't post a question like this. Let me know if you want some help. It doesn't matter to me whether it's a forecloser, short sale, or just a good buy. You do need to be approved for a loan or have cash if we are going to work together.

I understand you hating bridges but the trade off could mean a great 3 bedroom, 2 bath home in a safe neighborhood with managable payments. I often hear people ask about foreclosures when they are actually talking about "pre-foreclosures" or "short sales. This is when the owner still ownes the home but is trying to negotiate with his lender to take less money than is owed due to the vaules going down.

An REO, or a bank owned home, is a lot easier to purchase and are the ones that are usually priced the most attractively. Lots of competition in San Bruno and South San Francisco so hire a good agent to help you!
