Kelli, All the Jersey Heights lots are privately owned. There are a few that have not been developed yet. One owner lives behind Jersey Heights and purchased the lots to keep from having someone build right behind him, the other lot is going to be developed. Be aware that texas has expansive clay soils. They can move with rain or being to dry. That can crack even excellent slabs. That requires a water plan to keep the soil happy so it does not move.

Years ago wix lumber (out of business now in my area) had kits for houses. All the lumber and plans. You put it together yourself. Maybe you can find something similar today. The internet is an excellent resource for such information.

I am not sure of the costs you asked about. Try looking up foundation in the yellow pages or google foundation contractors in that town on the net. Thickness and rebar used can change price a lot. Compare apples to apples. Once you find the foundation information you can ask them to recommend some well and septic people. Or look them up the same way. Remember, if you do not have a septic system plan anything they tell you could be very wrong. Each piece of land has unique needs for septic design. Yours could use a cheap or expensive system.
