Check carefully the advertisement to avoid misunderstandings and possible scams.
Always consult a professional Realtor to find out the information on the property.
Many of the "as low as" are not really low or it is just the starting bid price.

I highly recommend Infill Program.
Please read Infill Program requirements - there are many houses that are new that you'll be able to buy if you have 1% downpayment (1% of the purchase price).
Miami Dade county will help you get the house and give grants and discounted loans to make it happen for you!

This is a question more people should be asking as a principal of an Architectural and Construction firm we are faced with this question daily. So, you are not alone. Essentially, a code violation is an action placed against the property for work performed without permits. Most of the time what this means for you is that you just need to know what and how severe the violation is. A licensed General Contractor can evaluate the costs of these violations and can be used as a bargaining tool to purchase the property at a lower cost. As a matter of discussion, I have assisted many of my clients and the reduction helped pay for a heed percentage of their home renovation after purchasing the property. Sometimes it is a win win. But be sure that if any structural damage and electrical violations be thoroughly analyzed.

Most code enforcement officers will be accommodating in resolving these violations but keep in mind that their job in in the business of identifying these practices and at time other things will uncover itself. So, you are best once the report has been written, have your Architect, Engineer or General Contractor do the talking. Code enforcement officers will tend to work a little different with these professionals as any unfair treatment will be delt with at a higher level.

Finally, a very high percentage of code violations are the direct result of an unlicensed contractor and millions of dollars are lost in the Dade & Broward County areas so you should be protected. And, when tackling on a project like this make sure that your contractor is licensed and insured. Also, the license holders name and license number should be imprinted on every page of the contract as well as a copy of the contractors license.

I am really sorry to hear about your problems and hope you are not discouraged from moving into this area. It is REALLY a wonderful area. I happen to live in Biscayne Park, the neighborhood that abuts Miami Shores to the north. If you are still looking for something in the Shores area please call me. As a real estate professional I understand your frustration. I believe both the sellers agent and your agent are equally frustrated.

I assume that the practice of real estate is the same or very similar across the country.

When a property is listed for sale it is presumed that the seller wants to sell.

When an offer is presented on a property for sale it is presumed that the buyer wants to buy.

The sellers agent's acts are dictated by the seller.

The buyers agent's acts are dictated by the buyer.

Whatever the sellers asking price and whatever the buyers offering price, each agent is representing their client's interest with the goal of finding terms and conditions acceptable to them (client).

There is no requirement for the seller to accept or counter an offer that is less than the asking price.

There is no requirement for the seller to accept or counter a full price offer if the terms and conditions of the offer are unacceptable to the seller.

Neither seller nor buyer are bound by any standard of ethics.

Real estate agents are bound by standards of ethics.

What you decide to do is what you decide to do.
