It may depend on many factors, such as:

1) what is the norm for that area. If there are 90% 3 bedroom homes, and someone expanded to an atypical 5 bedrooms, then the value offset may be more limited

2) The sq. ft. should be reasonable for the number of bedrooms. For example if there is a 1,400 sq. ft. 3 or even 4 bedroom home, some consumers would not like 1,400 sq. ft. living area for a 5 bedroom home.

3) A local appraiser could let you know the offset more accurately, especially if you are considering adding one.

The best way is to get to know a well connected REALTOR in your area. Factors affecting the market vary a lot depending on industry and business climate, (in your case - the drought might be a factor), recent sales, and the general economy. There will also be an election in that time frame.
A good REALTOR should know how any of these factors will affect your market.
No website - such as Trulia or Zillow will know what a Realtor knows.

I would definitely consider getting a more modern roof put on the home if you ended up getting one of the older ones. You don't want to be worried about that while you are living there. Plus it would add a ton of value for when you are trying to sell.

I think that It would differ from landlord to landlord because everyone is different. I would assume that they would be responsible for the cost to have them put in. For me, it's not about size but quality- I think there is huge demand in the area for an upscale shopping and dining area-- everyone who moves into Almaden understands that what they gain in neighborhood and house size, they give up in ammenities like excellent restaurants and shopping....
