Decatur, the city of Decatur, was named Atlanta's best neighborhood in the recent Creative Loafing Intown neighborhood rankings, for very good reasons.
I lived in Inman Park on Euclid, and was VP of Public Safety for Inman Park Neighborhood Association for a couple of years. I lived in Kirkwood for nearly 7 seven years. Decatur is like Mayberry RFD compared to Atlanta, so start there and start within the city limits.
The rail line is an appropriate value divider and if your consider that East-West rail corridor as the line, and if you are talking "south-east" then you are talking Winnona Park as the city of Decatur's southeastern-most neighborhood, inside 30030.
Winnona Park's values are relatively on par with the rest of Intown Decatur values. Solid as a rock.
Some parts of 30030, like Decatur Terrace are not within the city limits - I think that some of the best deals in Dekalb are right there. Good values.
I also think that you are talking Greater Decatur, outside the city limits "south-east" and if so then I believe that you may be thinking of 30032 down to Snapfinger, maybe over to Toney Valley. Correct?
And if you are talking "river" then, what? Snapfinger Creek? Sugar Creek? The Yellow River?
