Great Question Kelly! Absolutely you have the ability to negotiate on Price, Terms, and even upgrades! I highly recommend using a Buyers Agent, otherwise, if you deal directly with the builder they repesent the seller.
As a buyers agent working for a buyer buying new construction I would learn your budget; your desires and must have ammenities. Then we would mutually strategise how to best achieve the price and ammenities
