If the builder will not respond then you need to start documenting EVERYTHING in writing.
Especially since the home is less than one year. Send letters certified mail return receipt requested to have proof positive that this issue existed before the one year warranty expired. Before going the legal route which can be expensive I would recommend enlisting your Realtor and the Broker. The builder is always looking for more business and they view Realtors as their best advocates. No competent builder wants to develop a reputation as a bad builder with the Realtor community. It is the quickest way to kill off all sales.

Most Realtors strive to create a lifelong relationship that does not end at the closing... It begins there!

TAPS is a bus line and their is a taxi service based in Mckinney. http://mckinneytaxi.us/

If public transportation is important/vital to you perhaps I can help you look for other options as far as a location that offers more of what you need. I personally live in Mckinney and with the distances involved taxis can get expensive.

If you are speaking PURELY of price appreciation and quality of life for the average person then in my opinion you would be very hard pressed to beat Frisco. That is literally one of the hottest markets in America with prices that went up 15-20% last year alone. I personally live in West Mckinney which has a very similar feel to Frisco and even goes to Frisco schools but has a significant savings on purchase price.
I am with Coldwell Banker Frisco and have helped dozens and dozens of first timers. Also with Coldwell Banker we fund our own mortgages so it is much easier/faster to get approved and then close.
We are the only brokerage that funds the mortgage themselves and then never sells it! This allows us to be more flexible in the criteria for approval. When you go through a mortgage broker they are NOT the decision maker they are by definition a middle man.

You had asked though about just appreciation etc. I would strongly recommend that you sit down with an experienced agent to do a full Buyer's consultation. That is free with me and no obligation. 2. What builders are building there now?
3. And it looks like you can contract with any builder, if you buy a lot, correct?
4. HOA fees, I hadn't located that online either.

Or anybody have other suggestions for developments in the area of mcninney, allen, prosper with 1+ acre lots for around $500 or so.

My brokerage will list your home totally free to you...we actually pay for professional pictures, listing and scheduling service fees as well. All that we ask is that you sign a buyer's representation agreement and allow us to help you out on the purchase of your next home. Most of this would depend upon what your SC contract states. (It could be very different from TX). I would need more information to answer / guide you properly. Here in Texas, if earnest money was cashed BUT you were still in your option period, you could opt out and only lose your option fee (and get your earnest money back). If you are beyond your option period, there is a chance you could lose your earnest fee. If just shortly over the option period, it may be worth having your agent discuss the situation with the seller's agent. Sometimes simply being NICE can go a long way. If they are understand and are wiling to "go against the rules" they "may" still be willing to refund your earnest money if it's in an area that moves quickly and would be easy for them to get another contract in this one's place.
