If you are moving into a subdivision with a HOA then yes you are pretty much stuck with whatever the HOA outrageous dues are. But remember, not all HOA are created equal. Be sure to do a drive-about in the subdivision to see if the price of the HOA justifies itself.

Get 3 bids to fix foundation and 3 bids to fix septic system, all from licensed contractors. After that, decide if the house is still worth buying despite those problems, or adjust the price you are willing to pay. If you don't have the extra cash to fix the problems you should talk to a mortgage broker and see what loan programs will give you the ability to pay for the repairs. Or you could ask the seller to do these repairs prior to closing.

My experience with these loans is that the contractor must be approved and approved contractors are on a list that is available thru your lender or the FHA website.
