"In my neighborhood, which is literally just farm land, dogs roam free typically with no collar. They’re happy with all the land to roam around on and in my experience of living here for 17 years, I have never had a dog/heard of a dog being stolen. Everybody knows everybody and it’s essentially all families in clusters. "
