We been in the North Clackamas School District for over 2 decades, we had multiple children attending Bilquist Elementary School & NCSD. The past 3 to 5 years, we have experienced a serious decline in this school leadership, administrative accountability & student safety practices.Our primary concerns center on the Principal & his Admin & leadership. We have seen a consistent pattern of failure to adhere to agreed-upon protections for children including those established through IEP processes & parent-school agreements. Instead of following documented plans & respecting established boundaries, the decisions have often appeared unilateral, inconsistent & disconnected from parent input or student needs.There are Serious concerns regarding transparency & communication. Important decisions & student-related interactions have not always been communicated appropriately or consistently to parents. In multiple instances, we have felt excluded from critical information regarding our child’s safety, wellbeing & school experience.There are "Major concerns" in the behavior that has been observed of the Principal & his Administration their approach towards student interactions, a disregard for parental authority, rights & family cultural & religious values & views. Documented reports of private 1 on 1 interactions with students behind closed doors, followed by coercion of situations & discouraging students to share the conversations with parents. This raises serious concerns regarding transparency, professional boundaries & trust between families & the school.Instead of collaboration with families, the administrative approach has often felt directive & dismissive of parental concerns. This has contributed to a broader environment where families feel pressured, unheard, or discouraged from raising legitimate safety & procedural concerns.Despite repeated communication & documentation from our family, concerns have not been meaningfully addressed through corrective action or consistent follow-through. Instead, responses have often focused on minimizing issues rather than resolving them.The impact on our child has been significant, resulting in fear surrounding school attendance, emotional distress & a loss of trust in the adults responsible for ensuring his safety & wellbeing.We want accountability, transparency & immediate alignment with agreed-upon protections, proper IEP implementation & respectful, collaborative engagement with families moving forward.

I will feel better when Ryan Richardson is NO longer an administrative leader in or around young thriving adults in any school district

We have had a great experience at this school! Teachers and staff are great and really have worked with us more than any other school we have been to!My child came from a 9 rated school and she is learning more here than she did at her old school. We’ve been very happy with them and they way they are working with her IEP to help her thrive. What I see here is a division in parent involvement. I think that if you are able to be involved, your child will thrive at this school! The teachers are really trying It’s crazy it’s this low of a rating when my daughter is getting a better education and teacher / IEP experience here than her former middle school!
