I, Would like to see a BLOCK party on Locust! Carnival Style, for the kids. Games, Prizes, Hotdogs, tacos, ect. Would a Before Halloween event, on a block or 2 be permitted? Early Trick or Treat, and carnival games? LOVE IT! "
