    The subject consists of four parcels of land (according to plans, deed and assessing records), situated parallel to Broadway in the city of Lynn, near the Peabody city limits. Access is gained via a paper street that has direct frontage off of Broadway. Per visual inspection as well as review of plans presented, the subject has a very irregular topography with a steep incline off of Broadway to a small plateau area. This incline continues the majority of the length of the rear of the parcel - as it abuts the rear of Broadway properties. The acreage (5.389) runs the length of Broadway to Broadway Circle; however, other than the curb cut is set behind existing private property. The subject is made up of four lots; three are identified as Estella Terrace, known as a paper street and the last parcel is - 0 Broadway.

      "Dog owners would have to be careful of being attacked by other dogs, being mugged, and, stalked. Dec 2023 a man’s nose and ear were bitten off by 2 loose dogs next to the park in the area where all the kids go play in the summer. I have personally been stalked while walking my dog, had a weapon pointed at me for just walking the dog around the block, and had an aggressive dog jump the fence 2x to get to my dog. Now we drive to safer towns to go on walks because of how dangerous it has been just to walk around the block with our dog. "
