I wouldn't categorize all of Tobyhanna as being "not desirable", there certainly are some developements where resale is tougher than others. If you are working with a REALTOR you could have them show you statistics for average days on market, list price & sold price and that should give you an idea of neighborhoods and areas of Tobyhanna that would make a better investment. For additional information you could start with stats & trends on trulia, contacting local police departments and of visiting certain areas of interest.
