I suggest you find a Realtor that you feel comfortable working with now to listen to your specific needs and send you what is available now. This will help you better understand the rental market here and direct the Broker to fine tune your search approx 45 days prior to your arrival in California. Your investment property ownership experience is going to largely be determined by the management method used. Are you planning on using a management company to handle the tenant screening, maintenance and turn-overs? Finding a capable manger who works well with your goals (while not allowing you to become a slumb-lord) is just as important as finding the correct property.
Just FYI - I do not offer property management services but own a few rentals and assist my family member with the management of 5 others.
If you are going to manage them yourself, I suggest becoming a member of the California Apartment Owner's Association. The landlord learning curve can be rather steep and they are a worthwhile resource.
In our experience, upper-end properties do not cash-flow as well as low-end units. But, low end units typically require more attention and have higher turn-over rates.
If you are going to be financing your investment properties, I would suggest talking to a mortgage broker before you start your property search. There are limits on the number of financed properties you may own. If you already own a house or two and want to finance half a dozen small condo rentals, you may run into problems. Some lenders only allow a borrower to own four financed properties.

The minute they tell you they are out of the country at the moment, it's time to bail. Never ever send money! We actually went to look at one house and the Realtor happened to be there. Unfortunately it would be very difficult to find a 3bed in Oceanside in that price range. At least I have never seen one that low, except maybe a mobilehome in a senior community. Rental prices are up right now and there is high demand for affordable units. I wish I could give you more optimistic news. Good luck.

I'd like to offer you a word of caution; some HOA's (via the CC&Rs) don't allow short term rentals. I know of one that specifically doesn't allow rentals of less than 30 days. Please research your condo's CC&R's (as well as the Rules and Regulations if they have them) to be sure you won't be restricted from certain types of rentals.

Each landlord may consider a renter based on their own criteria. Many other factors could influence their decision - so it's best to get started by telling me your preferences (Beds/Baths and which cities you are interested in).

Typically, the best months are June,July and August as they are the summer vacation months and the other 9 months from September to May are considered Student or Executive Housing. There are other factors that renters take in consideration where your property is located in Pacific Beach as far as proximity to the beach or bay. I hope this helps and good luck with your decision.
