That does not sound in compliance with FHA rules. Usually there is only a 1% origination fee and then a loan processing and underwriting fee. You can have "discount points" in addition to the origination fee only if you have decided to buy the interest rate down below par rate.
But if the "mortgage brokers fee" of 1% is in addition to a 1% origination fee, and is NOT a discount point, then yes that is NOT allowed on an FHA loan.... more
There are many areas in Panorama City that are good areas to buy houses. There are currently 102 active listings in the area so there are plenty of choices to look at. It's convenient to 5, 170 & the 405 freeways as well. If you are concerned about crime in a particular area, the local law enforcement station (I believe Pacoima is the closest) would be able to pinpoint areas of particular problem crime spots. The fees do seem a little high, but I don't know the particulars of your transaction and so I can't say if this is a good deal for you or not --- nobody here can do that absent the details.
The real questions are, "Do you like the service you've been getting and do you trust your loan agent?" If the answers to either are "no," then cost really isn't the issue. You have larger matters to address and my advice would be to do so very soon.
