What does your Realtor's research indicate?
If you don't have one, this is why you need one. Preferably YOUR realtor is YOUR Realtor and not the Listing Agent.
Sure, the average list-to-sale ratio overall is 95%...but what if the house you *really want* after scouring the marketplace for weeks just underwent a significant price reduction?
Do you want to lose the best house you have been able to find over a relatively small amount of money?
In real life, it doesn't matter what you Offer, it matters what the Seller will accept. They may have a payoff, need a certain amount of equity to buy their next place, a 'bottom line' as it were. If this is the best house for the money, make the best offer you can. The market is efficient...the best values go quickly and for close to list or over. The scratch & dent items take longer to sell and don't command top dollar. You should be able to tell the difference after diligently evaluating all the alternatives available.
Balance how disappointed you will be if someone else buys it with how confident you are that there is another house just as good or better for the same or less money.

Downtown Madison is a great place! When choosing a condo it will be important to know what the rental policy is that has been created by the Association. Rentals are extremely popular and I get at least 5 inquiries each week for a Downtown condo rental. Depending upon the building and the size of the unit you could expect between $1100 for smaller units up to over $3000 for penthouse units.

If your asking for a Realtor's opinion we are not allowed to answer such questions. I would contact the local police department and see what they think, ask them how many and what type of calls they get in that neighborhood. I would also drive around the area during different times of the day and different days of the week and feel the place out.
Many of the condo association's approvals have expired for the Middleton area, but there are currently 3 listed that are in an approved association. Priced around $110,000 to $125,000. Hi Amy, The price you offer for a REO home depends on a number of things - the location, quality of the home, size, how long it has been on the market, etc. I like to do a Comparative Market Survey. That gives us homes of similiar size, etc. that are comparable to the REO. That should show you the value when it is in good repair. I don't know if there is any way to determine if the school district will be redirected. A call to the city of Middleton planning and zoning may be a good start.

Your best option is to only look at homes that have sold within the past 6 or 12 months. Active listing prices may not reflect the real market value regardless of how long they've been sitting on the market.
Also, think of this as a business decision - include the comps you use with your offer to show the seller you are not trying to lowball.
