The most common and most coverage throughout the city is AT&T. RCN and Comcast have extensive coverage as well. But they are still governed by deregulation boundaries that are still imposed on them. W of Western really sort of depends on how far north and south you are in that area. It's more of a block by block issue. Some blocks are Ok while others aren't. Some stretches are Ok out to California or even pushing Kedzie, while others definitely aren't.
I would recommend driving around in the later afternoons, early to late evenings to see how the street life is. This may give you a better indication of your comfort level.

I would suggest any of the following to you to try to get a sense of the crime stats of any neighborhood compared to any other.
If you are considering a specific address, then you can call 311 (the City of Chicago's information services) and give them the address. They can tell you what if any police activity has been reported on that address.
You can also usually get general area crime statistics from the neighborhood Chamber of Commerce.
You can get general crime statistics from a newer online community "EveryBlock" which can be found at http://www.everyblock.com. You can then search for Chicago and crime statistics.
You can visit the City of Chicago Police Department website and search for "Index Crime Statistics" or you can try the department's main website at https://portal.chicagopolice.org/portal/page/portal/ClearPath.

If you've already tried talking to them with no results then put your feelings in a letter to them and keep a copy. What are they doing that you find harrassing? Do they call your landlord or association constantly? Are you being fined because of the complaints?
I would speak to your attorney and he will be able to guide you but I was in a very similar position recently and a letter from my lawyer telling them to leave me alone was enough to keep them permanently off my back.

I honestly can't tell you where to live. Are you thinking of moving out of State?
There are so many good deals out there and maybe you can find a nice condo for yourself. Florida, right now, is probably the hardest hit State, when it comes to a low price range market. I would suggest that you get approved for a loan, then do some research on where you might want to live. If you're a veteran, then a VA loan might work best. That way you can keep the cash in your pocket, or invest it.

Honestly though, it just depends on what you're looking for. I've grown up my whole life here and I live in the western suburbs. The farther you get away from the city, the more open are you'll find. Some of the suburbs surrounding the City can included forest preserves with walking and bike paths. Farther suburbs can find more open land.
