For the most part, all utilities have lien rights in most states. This means that the electricity company, the water company, the trash collection service may all file liens against the property should the bills become delinquent and unpaid. If you have any fears that the tenant may not pay the utility bills, talk with the Section 8 Administrator (usually the local county housing authority) and find out what remedies are available to the homeowner in the event that the Section 8 tenat does not pay the bills.
At least here in our county, we have such a low number of homeowners willing to make their homes available to Section 8 tenants that the county virtually guarantees that any tenant placed into a landlord's home will not violate the rules regarding payment of bills to the utility services. Talk to your County Housing Authority to determine if a similar requirement exists for tenants in the Section 8 program in your area.

Hello Maria and thanks for your question.
While I am here in California and not familiar with 40x Brown Street, as a homeowners association consultant and expert, I can help you find out some of this information yourself.
If you are working with a Realtor, ask to see a set of the homeowners association's governing documents (CC&Rs, Bylaws and Articles of Incorporation). The CC&Rs in particular will provide you with immutable restrictions that will be enforced by the Association. For example, parking, pet and homeowner restrictions will appear in the CC&Rs, and these should be considered by you as a buyer or a homeowner to be not changeable without, often, a super majority (70 percent) approval of the members. Thus, a provision that says, "no pets" does not mean that you can bring a pet and change anyone's mind, it means, flatly, no pets. Some CC&Rs are highly restrictive (no painting the house another color, no children playing in the front yard, no basketball hoops, no extra cars, etc), and others allow for some leniency in use.
Second, have your Realtor request copies of the Board of Directors or Board of Governors meeting minutes and the newsletters for the past year. The contents of the minutes and the newsletters will provide you information about the strictness of the governing body, and, in some cases, depending on how "wordy" the secretary is, you can get an insight into the "thought-processes" of the Board members as well.
Finally, speak to a few residents at the homeowners association. If most of the owners say that they've never been bothered by the Association, it's likely that the complex leans more to the lenient side of things. However, if there are a lot of homeowners who report having "run-ins" with the Board, then it's safe to assume that the Board is active in enforcement and strict about the rules.

East Falls is a beautiful community a long the Schuylkill River and a very short distance to the center of town and the suburbs.. The nice things about East Falls is that it has a very community atmosphere. East Falls offers many events that are great for kids and their parents too. Every year there have a large Art Festival, bike race and many other community events. There are many parks and play areas for children.

It is considered New Kensington although it has the Fishtown zipcode - 19125. The Fishtown Neighborhood Association boundries end at York St. Letterly is a little bit north of York St. We own a property on the 2500 block of E Boston St. Our tenant that lives there, to the best of our knowledge, enjoys it and has not had any complaints regarding crime, etc... We have helped numerous buyers purchase around there too, our good friend lives on the 2400 hundred block of Firth, and just helped someone settle on the 2400 block of Harold. Both of them are quite happy and content.

That is a good question. My wife and I live in Northern Liberties and specialize in all of the Riverfront areas. I personally believe that all of Northern Liberties (19123), Old Kensington (19122) and Fishtown (19125) will continue to do well and thrive. There is so much going on in these areas in terms of new development, arts and culture, dining and that will just continue. The quality of life is constantly improving.
From an investment standpoint, I would tend to believe that 19122 and 19125 will out perform Northern Liberties due to the fact that there is more growth potential and also that No Libs shot up in price too fast and furious. Thus, the other areas are attracting more interest. Further, many buyers are now priced out of No Libs so they want to be close to the area and are purchasing in these other areas fueling demand. Of course, the areas on the fringes or borders per se also will be a bit more speculative as well and thus a little more risky if by chance our market runs into a brick wall. With falling prices, people that would purchase would then come back to No Libs instead or Old City. I just do not think that there is much risk for our market hitting a wall, would tend to believe that it will be stable for another year or so and then start to pick back up again.
I know there is much debate over the borders and what is what so I think it comes down to personal preference and what you really like, what you can afford and what you are comfortable with. If you posted this same question on the Northern Liberties message board, I know you would get many many responses as well... as there is always debate about the borders and the surrounding areas.
I have heard that those units are quite nice as well. I wish you luck in your decision. For area residents, you will probably get 10 different opinions for the same question - is an interesting one : )
