I would suggest you work on fixing your credit first, Rent to own is typically not such a good deal and benefit the owner more than you.

Is it a good idea to go to the Chicopee City Hall to verify if there are any liens on a property before one signs a sales agreement?
The Title company handleing the transaction will check the property for any liens. You can check for your self if you want but that is one of the jobs of the Title company.
