Talk, yes actually TALK, to the listing agent. Too many people are just texting and emailing. This may work at times, but it is not overly personal, meanings can be misinterpreted, and you have a tough time convincing the agent why they should work with you. Find out exactly what will make the sellers happy and do your very best to make your offer as close to that as possible. Also, if you don't communicate with the agent, all your efforts may be for naught if they are in the midst of accepting another offer.
It goes without saying (but I'll say it anyway), keep your offer clean. Ask for as little as possible, while still protecting your buyer/client and looking out for their best interests. Always view your offer from the eyes of the seller. Show them that you are easy to work with, yet mean business and will get the deal done in the shortest amount of time and with the least hassle. As for paying cash, reducing contingency periods, perhaps even removing some contingencies, these can help you get the home you want.
There are many more things to be done, but it's time to actually help one of my clients get the home they want.

Wow you certainly do have a lot of choices that's great! One more thing to add to my earlier post is think about calling Military Home Loans they work throughout San Diego and I refer all of my military clients to them cause they specialize in getting you the most out of your benefits. They also cover the cost of the VA buyer non allowed fee which can really make a difference to the seller (who normal has to pay the fee). Here is their contact information.

A lot depends on your motivation as well and what your market is. In my area, we are shifting to a seller market due to limited inventory. So listing it a little higher than normal is not uncommon. But be aware not to OVER price it so that no one will look and it becomes a "stale" listing which would attract bargain basement buyers.
The advice of a REALTOR in your area will also help determine these factors.

You have some challenges not only in terms of getting approved but of buying a home in San Diego. First of all, what are your expectations? What type of home were you hoping to buy? What price range?
If you do obtain lender approval, your will find the housing market for buyers challenging at best. There are multiple offers for most homes at the lower ends of the market. Those with under 20% down are having a tough time.
I share this because you might want to consider saving more of a down payment, and paying down the balances on your accounts. With scores over 700, you will obtain better loan rates and with more money, you can bid more effectively.

Lots of good advice has been shared; so I'm sure you get the idea that 20% down is not your only option. However, in this current market with lots of buyers biding on the same property you want to make sure your team presents you in the best light. You can be successful even if you don't have all cash or 20% down.
Make sure you have a good loan officer and real estate agent working with you. They can put you in the best position by using their experience and skills to your advantage. The agent will have in hand a solid "loan pre-approval" from your loan officer, a good letter from you explaining why you want their house, and your loan officer will call the listing agent ahead of time to tell them why your offer is the one that should be chosen. These are tactics I've had succeed time and again.
