Welcome to San Diego. Rancho Penasquitos is an excellent choice for the school district + it's more coastal than Rancho Bernardo and Poway , so you'll also enjoy being closer to the beach and a few more breezes. NASNI is in Coronado one of the nicest places in all of San Diego and with great schools. Coronado is an island and with the combination of military and local police one of the safest places to live + miles of beautiful beaches, however rents will be higher. Gas is about $4 a gal. and the highway 163 commute can stick in you in bumper to bumper traffic so you might want to go against the flow and consider Coronado.

You may leave your coats and rain attire at home to save on moving costs but you are going to LOVE it here!!!
As a foreigner myself I can attest to the great weather and lifestyle. Be prepared to pay half the price for petrol and a fraction of the price for a car.
As mentioned below there are many mortgage products out there for foreign buyers. I would recommend exploring your mortgage options before purchasing a home outright as the interest rates are at historic lows.
Regarding Neighborhood, Coronado, La Jolla, Point Loma, Old Town, are all good choices. I suggest renting for a period of time before making a purchase because everyone's taste differs. The last thing you want to do is tie yourself to an area and regret your decision.

This is possible, especially with 20% down. The real catch is what your expectations are for that home. The inventory in Rancho Penasquitos at that price is often distressed, older, and needing updates.
As to whether to use your wife or another Realtor - that's a personal decision. I will pay a referral fee when working with a licensed Realtor. You are likely to be dealing with short sales or foreclosures in this price that garner multiple offers. There are some tricks of the trade your wife may or may not have learned in winning a multiple bid scenario.

Also, be sure your lender routinely closes your type of loan in 30 days. If you're buying with an FHA or VA loan, many lenders can, and a bank will wait two weeks for more money in many cases. More tips: Submit your funds verification with your offer so the bank has no question that you have the money to close (ALL the bank wants is to close the deal). Submit your FICO score from your credit report (white out your SSN). Submit your FULL-DOC pre-approval from the lender you're going to use along with the seller's required lender if they have one. If there are any issues at all regarding the condition of the property that may be a problem with your loan, address it in the offer so the seller/bank knows you have a plan and will be able to close.

It's a great area - any place in PQ is great. The entire area is families and tots and babies are very welcome. PQ is part of the Poway Unified School District and you want to be in the best school district. I would suggest that you dirve by the neighborhood on different days of the week and at different times of the day. You'll get a good idea of what the neighborhood is really like. You might want to pay attention to the traffic and noise too.
I head the Neighborhood Watch program and I am also connected to the captain in Park Village so I can say that I have a good idea about what is happening in my neighborhood.... more

Megan, Many times you can buy the home for less money becuase the property is usually in lesser quality shape than a regular listing. The yards are in many cases dead, homes can be stripped of essential and non essential items and the home can be damaged. The banks will usually make a quick decision without the emotion of a homeowner selling which a homeowner always thinks their home is the nicest most expensive on the street. The banks look at facts through their REO Agent and Asset Manager and move very fast. Most of the time these homes, at least in my market area, get sold to cash buyers and investors. Many times the condition of the foreclosure prevents an FHA or VA buyer from buying the home.... more

According to the MLS history of the property it has been active on the market the entire listing period. (Never been to escrow). The most recent price reduction was in January. There appears to be no "lender distress" on the property. Perhaps it is only the 3 bedrooms? Have your agent do a comparative market analysis to see what a current sales price might be for this home.
