Yes you can, but you will have to be willing to put down 20%-35% depending on a few different factors such as the building and the appraised vs. asking price.

You should not buy REO's or regular properties from the listing agent. Find a buyer agent to represent you, is a free service and they will represent your interest in the process....not represent the interest of the seller as the listing agent does. A good listing agent will be your best tool specially if you plan to purchase several homes.

When you say loan process I am not sure what you mean. If it is the approval process then it takes about a week.
If you are purchasing a regular sale with a loan it should close within 30-60 days.
If you waiting for a short sale to close with a loan it is theh shrot sale that is the delay, so it can take up to a year.
So, nothing other than a short sale should take 4 months.

Where in Miami will you be working? Coming from London, would you be providing your own transportation or relying on public transportation? What do you enjoy doing in your spare time? Will you be living alone or with a partner, family, etc.? How long do you expect to stay in the US, and in particular the Miami area? Are you subject to transfer either with or without advanced notice (for example, will you be working for a military or governmental entity) Are you a US Citizen?

Find an investing website and ask there. BiggerPockets.com or reiclub.com are full of investors and wholesalers. Be cautious when doing this though. I've known of wholesalers and "investors" that have gotten in a LOT of trouble for doing shady things.... more
