Zoning Classifications have different meanings in different areas. For example, in Philadelphia, R5 would be a residential area which could include twins, maybe some singles on smaller lots, etc., but NO commercial or industrial activity on the block or the property with this code. A row home would probably have an R9, R9A, R10 or R10A code

You need to look at the L&I web site and see what kind of permits are required for your particular project. If you aren't changing the footprint of the house, you may be able to obtain the permits "over the counter" or even online.
Resturants fall under many other licensing jurisdictions. Zoning is a less crucial matter than say the health department. If i were you, i would consult professionals whose specific expertise is in these areas. City code and law governing food preparation and services and what is needed to get the property compliant, would be the things that would first concern me, and the city departments i would call, and experts i would consult.

A short sale is when the proceeds from the sale of the property will not pay the entire balance of what is owed to the lender.
