Not sure about now but when I was working up there in the 90's after the '94 Northridge earthquake Thousand Oaks was voted safest city in USA for 3 or 4 years in a row.

Thousand Oaks has a "dial a ride" service. There are rules about where it goes and the service is provided by TO Cab company but I believe it is just $2 for a ride to many locations.
