Closing costs are related to loan amounts. If there is no loan then there will be no closing costs. All you will be paying is the title insurance policy and title charges. Depending on the builder, some of them pay for title insurance as well.
In larger developments like Steiner, it seems the norm is to include a treatment plant to manage the resources of the community. To date, I have not encountered any buyer or seller who was affected by the plant. If you are uncomfortable with it, I'd suggest looking at another neighborhood. My thought on this: If it bugs you today, it may bother you a lot more six months into ownership.

I have been a real estate agent for over 11 years and know the Four Points area very well. I have lived in River Place, Steiner Ranch, and Grandview Hills...so I know them all very well! Even within the one subdivision of Steiner Ranch, there are different "neighborhoods" that each have a different flavor and feel. I would agree that if you want Austin, Steiner is not Austin. But Steiner has great schools and many good communities (it's not just a single large one). But the traffic getting down 2222 to Austin is horrible in the morning. You'll have much better luck in Lakeway, or Bee Cave, within the Lake Travis ISD. You can come down 71 to Southwest Parkway (the intersection of which is being improved as of this writing), and be downtown in 25 minutes, yet still feel like your in the country.
You can also look at Round Rock ISD in the Great Hills and Spicewood Springs area, but it will be more expensive than Lake Travis ISD. Then of course, you could consider Eanes, but the average price is $1M+.

It is possible, but your best bet might be finding a home owner who lost there place in one of the fires in your area waiting to have a new house built.

You are comparing apples to oranges to some degree. As you pointed out water, sewer, HOA. If you have to maintain your own septic & well that was effect. Also it does not have access to the amenities of "Steiner Ranch."
