The best way would be to go to the Complex and walk around. Talk to some people and knock on some doors. You will probably meet someone who is on the board and they can advise of direct you to the right house.
The board is almost always made up of residents.
Whatever your problem, you will get more and better info this way.

Short sale asking prices are normally based on a price that the seller hopes their lender will accept. They are likely processing this information before accepting or countering an offer. Our recommendation....be patient, you should hear something soon.
Most leases have a clause for successors or assigns in them for this type of event, check out your lease. If the owner has any family, it is likely that ownership will pass to them. You might try contacting them to determine what their plans are for the home and to discuss your options are with them. Once the lender receives the appraisal, then they have to package the short sale for their investors. This can take from 3 to 30 days, depending on the lender, whether is mortgage insurance, who the investors are, etc.
The great thing is that the appraisal is being done only 2 weeks after your offer went in. This is pretty quick in todays market, so hopefully you are working with a lender that will proceed quickly from here.

Any realtor can help with any house for sale on the MLS. MLS is the list all of the realtors use to find houses they do not have for sale and to get other realtors to look at houses they have for sale.
If you are looking at a realtytrack listing forget it. You can NOT buy a house they list for the price they show here. That is most likely what they are behind on for payment or some other number that will NOT be a purchase price. Any realtor out there can help you to find a normal house for sale, foreclosure, or short sale. SOme are better than others and some know more about the short sale and foreclosure aspects than others do.... more
Generally, the property will be listed as a short sale first and then if it does not sell, it will go to foreclosure. So you could bid while a short-sale is in process. However, getting through to the lender during this time is hard even for an agent; as it may not be in your state and it has to go through a variety of hands and asset managers.
