I would suggest inquiring at Northaven ( http://www.northaven.com/ ) in the Northgate area. I believe their monthly rate for an efficiency studio is just above $400/month. There's also a required meal (dinner) plan for an additional fee. Their location is excellent for a senior with many services nearby.

Staging companies can vary tremendously from one to another, both in terms of pricing and quality of staging furniture so be sure to get referrals.
Some of the more popular neighborhoods may be a bit beyond your budget of $250K, but you should find plenty of options in southeast Seattle, parts of West Seattle, and some neighborhoods in North Seattle. One reason to consider southeast Seattle is the light rail, and slightly lower rents. That would help ensure the property is never vacant. Don't despair, your credit score is within striking distance of an FHA mortgage. FHA requires 3.5% down payment. FHA was designed for people with 'crappy' credit.
Here's a tip for improving your credit. Get a Capital One pre-paid credit card, or one of their low-balance entry-level MasterCard's. Charge an item or two and then pay off the balance. Keep the balance on the credit card under 50% of the credit limit or it will hurt your credit score rather than helping it. In a few months, your careful use of credit will improve your FICO score.

Homeowners association, assessments and insulation.
Are you prepared to work with a group of homeowners. Ask as many people as you can find what their experience is with condominium associations.
Very carefully analyze the association disclosure provided. Call the person that signed the disclosure and ask "is there anything I should know about the property and association"
Have an inspection. Be there for the inspection and your agent must be there with you. Ask question of the inspector until you have clarity on any issues he finds.
The insulation will determine how often you hear your neighbors and the traffic in the parking lot.
And last before you commit be sure to meet the neighbors. Knock on their doors to ask them how they like living there. Than stop by the closest grocery store at a busy time.

I have sold a few homes around Yesler Terrace and my home buyers have been extremely happy with the walkability of the neighborhood. They worked and walked to downtown daily. They also were able to walk to Capital hill for nightlife and also on a nice day walk or bike to Leschi for coffee &/or Lunch. Not to mention the very close proximity to the international district. The banks don't come up with a credit score, the banks order your credit through the various credit bureaus (Equifax, TransUnion, Experian) which provide them your credit scores. The reason you can't figure it out on your own is because the algorithm to calculate your credit score is proprietary to each credit bureau , i.e. a "trade secret". There are thousands of factors that go into calculating a credit score, and each credit bureau has a different way of analyzing that information to come up with it's on credit score. This is also why if your credit history is the exact same on all 3 credit bureaus, you will still get 3 different credit scores. So you can get your credit scores by applying for credit (mortgage, auto loan, credit card, etc.) or you can go to the various online websites to get them there - but since everyone wants to know their credit score, and they are willing to pay to find out, that is why you are being charged, as it's coveted information.
If you are just starting to learn about what credit scores are, I have found that the http://www.myfico.com/crediteducation/creditscores.aspx website is an invaluable tool as it explains everything in an easy to understand manner.

Fireworks may be the tricky part here: There are a lot of Native American reservations surrounding the greater metro area. Almost all sell fireworks of the legal and illegal kind since they are almost beyond Government regulation. Getting away from minor episodes will be tough, but there are outlying neighborhoods that (try to) ban explosives..
