Hi there is a very strong rental market in the riverside area and great investment opportunity it has become a highly competitive area for homes under 200000- so be prepared to bid fast when good deals show up. there is usually multiple offers and most well priced homes do need work but rents have been on the rise. my best advice to you set a day to look at 10 to 15 property in the target price you are looking for and get a feel for the riverside areas available homes this will give you a realistic view of the area... more
If the home is significantly less in price than it's non foreclosure counterpart, there's a good chance that it needs work. If Homes in your area are selling for $100,000 and you see one priced @ $36,000, my guess is that it needs upwards of $50,000 to make it habitable. Any home that is priced significantly below market and doesn't need work is often sold within days.... more
Generally, there is an architectural committee with every Homeowners Association that enforces and regulates the general aesthetics of the community. It is unlikely that you will have dog restrictions unless you are in a condominium association.
What you do on the inside of your home ( Within the law of course) is completely up to you , however , local building ordinances should be followed.
HOA's in general are a good thing and please keep in mind, often times the HOA dues will cover trash,sewer , water , property insurance , front lawn maintenance , common area landscapes , gates , lighting , street sweeping and much more. Parking is usually limited to the guest parking areas and can often present a problem. Gardens are typically acceptable as long as they dont obscure views or present a nuisance.
To compare apples to apples , you really need to examine the Covenants, Conditions and Restrictions of each community.

Much of Orangecrest has no HOA fees. Other communities start as low as around $35/month and go as high as around $200/month (Rancho Valencia).
Another equally, if not more important question, is what is the monthly Mello Roos or special assessments associated with a particular home? This can vary from under $30/month to over $350/month.
