It depends on the basement. I've helped two home owners seal their basements in the last year and one ran 10,000 and the other ran 4,000, so it just depends on your situation.

I would say your safest bet is to go to get the permits and if they say you dont need them get it in writing - that way you have what you need and it wont be any bodies guess work.
