If you are wanting to see if it could be built on I am not sure you need to inspect it as much as contact the local building dept to see if you could build on it and to find out the rules of doing that. I was there last night with buyers and the units were selling for about $300/sq ft. However, it was all 1BRs and Junior 2BRs. None of the larger higher floor units were for sale. I am thinking there are neighborhoods in S. Philly that you may consider, or Manayunk, Cheltenham, and if you want to consider some suburbs, there are Springfield, Drexel Hill, Wynnewood, and a myriad of other townships in Delaware Co....alot would depend on what your lifestyle is, what style housing you like, what amenities you need....also, you may want to investigate the school systems.
