I am betting you are looking at a website like Foreclosureradar.com or Realtytrac.com, which show homes in default and make it look like they are or will be for sale soon. I hope you did not pay for these services--total waste of money for anyone other than a Realtor.

18 months ago there was around 3500 homes on the market in Sac. County to choose from. Now there are about 2500, and with 2000 of them closing escrow every month, you can't afford to fly by the seat of your pants, if you're interested in purchasing. In North Highlands, there will always be few new listings everyweek,and 1000 sq. ft sells for anywhere from about $55,000 for foreclosed fixers, to $110,000 for turn key move in ready homes.

the house was sold as a bank owned property in December of 2008 for $130,000. The new owner's mailing address is in Rocklin, which would lead me to believe it was bought as an investment property so the current occupants would be renters.
I might suggest you send a letter to the 'current occupant' at the North Highlands address. I would send you the link so you can see the home on the inside but I'm limited on my knowledge of links (I still am learning).
