Is permit req. to add mud room to back door. Is it a good idea to add heat. House has radiator(water, not steam). Inc. value? Raise taxes a lot?
Is always a good idea to get a permit. If you don't and for some reason in the future you want to sell your house it can be a problem.

Remodeling bathrooms is always a plus. Children will utilize a tub...most people use showers while others still like to soak in a tub even on occassion.
