The land there has probably experienced floods or flooding conditions in the past 5,000 years. That aside the tax records have it as Flood zone X in FMLS and thus that area is determined to be outside the 100- and 500-year floodplains. So basically you have a 1 in 100 year or 1 in 500 year chance of it flooding. Those fees are lost to the association... in theory.
In actuality, the association won't allow the bank to transfer ownership to a purchaser without 'clearing the account039; and the bank will be forced to negotiate a payment of at least a part of the outstanding fees, penalties and lawyers' fees. The banks can go after their original borrower for those fees...
So, if you are the buyer, those fees are not going to be your responsibility, but you may not be the most popular guy with the condo association and there may be an attempt to collect from you anyway... sucks, but it happens.
If you are the delinquent owner, you can't count on that debt going away. It's out there, you created it and you are likely to have to deal with it, either via actually PAYING it or bankruptcy or negotiated forgiveness.
talk to the assn. they will be abl to say what the fee is for. If the assn attorney had to do some work because of the short sale or foreclosure action then it is likeley that the bill will be passed to you. After all it is not fair on the other owner to have to share bills that the assn has incurred because of you. Have a look at your condo Docs too. they may help... more

It would depend wether or not you are looking for a short term or long term situation. Meadow woods is not far from the parks at all ( I actually lived there when they were constructing homes in the 80's). I would say about 20-25 minutes. If you take their main road (Landstar) it connects you to Osceola parkway and it is a straight shot there to the parks. You will even be about 15 minutes from the airport. This area is better suited for year long rentals. If you were looking at short term (folks vacationing from other places and here for a week or longer) then you want to stay closer to the parks and off 535, downtown disney area, kissimmee.
