An appraisal is a valuation of a home based on "comparables"-sales of similar homes nearby. This is sometimes the opinion of a single person or a committee using data on hand. 10% is standard on a 20% down situation. It looks like the contract was already put together so it's tough to bring it lower now. Most contracts have two contingencies, home inspection and mortgage. This is really a question for your attorney. Depending on what changes were made to the contract you may be required to apply for a mortgage though a lender of the seller's choosing. This is often in the contract to make sure the buyer made a good faith estimate to obtain the loan. However, if it's a problem with the association you should be able to cancel the contract arguing it will be an issue with all lenders. If the problems with the condo force you to use a portfolio lender at a higher interest rate you're probably not obligated to take the mortgage since the contract usually stipulates your loan has to be at the prevailing rate.
Your attorney may have also included a condo review contingency. This would allow you a certain amount of time to review condo documents. If you think there is an issue with the condo this may be an option to cancel the contract.

Appraisals can be tricky. If it's a higher floor and that provides a view or some extra windows for additional light then even in a walk up it could be worth moremoney. The key is to make sure you use a local mortgage company who uses an appraiser familiar with the area. There are many nice areas of Jersey City. What is most desirable depends on your personal requirements. I have lived in Jersey City for almost 40 years and would be glad to talk to you about an area that would suit you. if you are looking at listings on line, generally prices can tell you which are the most popular areas, since prices tend to follow demand.

It is not safe to live anywhere. You always need to be careful and pay attention to your surroundings. Especially in urban areas. The more people concentrated in a small space, the higher the likelihood of encountering a bad apple. Weehawken is similar to other urban areas in that respect. Crime statistics are available online. I would not be surprised if incidence rates in Weehawken were similar to that of the Upper East Side of Manhattan. Good luck!
