You need to discuss these options with your real estate agent and lender. It is difficult when the property is sold "as is" and the seller doesn't have the funds to make the repairs. The short sale lender could possibly allow the repairs, but then again they may not and the property is placed back on the market.
What you are asking for is certainly within reason...but needs to be addressed as part of the negotiation.

The sellers are usually reasonable because they know around what their homes' value is today. Once you and the owners come to agreement, however, the bank/lender has to agree to the short sale. This is where most of the short sales fall apart. The bank, or lender, wants as much as they can get. They are taking a loss. They just want to take as little loss as possible. Banks still do not have good systems in place for handling short sales. Congress is still debating the issue; discussing new legislation to compel banks to get it together.... more
Without knowing the complete question this is very hard to know exactly. I will tell you what I think means.
A buyer had written a purchase agreement on a property but was unable to consummate the deal; therefore signed releases have to be signed by both the buyer and the seller to terminate the purchase agreement. Then a second buyer wrote a new purchase agreement and the seller has accepted the agreement based upon the releases be executed.
