Most areas are seeing a sharp decline in prices and that includes Granite Bay. Expect the prices to continue to decline this year and with any luck it will start to stabilize in the next couple of years.
Don't expect appreciate for a while, the dust needs to settle down after the market stabilizes.

I'd imagine that it's based on the fact that Roseville and more so Rocklin, was over-built in the last couple of years. There's still builders with inventory and they are competing with more Bank repos / foreclosures (the Rocklin area has more entry-level / 1st time buyers) than in Granite Bay. Also, Granite Bay is a more desirable area with better schools that lures in home buyers that are seeing value.... more
I would want to know what your goals are and why you were thinking of selling. How long have you owned the property and what did you have in mind for another investment. I also would want you to discuss this with your tax person and get their advise.
If everything lines up, it is a great time to invest in more property and doing the 1031 is a way to do it.
