Get 3 bids to fix foundation and 3 bids to fix septic system, all from licensed contractors. After that, decide if the house is still worth buying despite those problems, or adjust the price you are willing to pay. If you don't have the extra cash to fix the problems you should talk to a mortgage broker and see what loan programs will give you the ability to pay for the repairs. Or you could ask the seller to do these repairs prior to closing.
