I would recommend seeing if there is a special kind of insulation that would prevent the noise. This could be a pretty cost efficient way of solving the problem, and it's a fairly easy fix. If this isn't possible though, you may want to talk to the landlord about your problem.
Nothing beats "being there" to get a sense of the area. I would recommend starting on the internet and looking at what cultural and recreational facilities exist in various towns. Then you should reach out to realtors who specialize in those areas to meet with them in person and get a tour of the areas, walk around, go to the village halls, the library, etc. It would probably be worth the trip in terms of getting the direct knowledge of learning by being there.... more
