Every school district, by law, must have special education services available to those students who qualify for services, either by having a Individual Education Plan (IEP) or a supplemental 504 accommodations plan. If your school does not have the necessary specialized educational professionals, then the school, by law, must find another school or professionals that could provide the required services. Many day care programs locally have transportation to and from school for their children. It is a "before and after school program" and may include breakfast. Choosing a good day care is based on how they will satisfy your needs- care, convenience, cost, etc and how the atmosphere/philosophy supports your family values. You will need to visit them to see what each offers.
Private schools will also take some research. Unfortunately I don't know about vouchers.
Our public schools are good here. Cheektowaga has several different school districts, depending on where you are living. I don't know their programs, but some local schools have "all day pre-K".
