It really depends on the climate you live in, I would say wood is best and then you can seal it to protect it from deteriorating. Metal might seem more logical as to lasting longer however asthetically most homes have wood and it does look better, it is warmer and more inviting. I have seen some PVC white fencing products that look really nice so that might be an option also. One last thing, if you live in an area with an HOA they might have certain restrictions on allowable fencing products, if thats the case always check with them first. Hope this helps.... more
If you are looking to sell the house the more simple it is the better that the buyers can see their own stuff in the house. If you are doing it for yourself and you plan on staying for a long time then I say go for it. Personally I like Santa Fe style décor but that is just me.

You need an architect, not an interior designer. An interior designer will work with what's there. If you're using a contractor (and your friend can't handle the planning part), then you need an architect.

You may consider the FHA 203k Streamline program which is for smaller remodel projects from 5K up to 35K and can close within 45 days. For the more extensive projects such as a room addition, new roof, new kitchen or bathrooms, carpet and paint, etc., you may consider the standard 203k which can fund an extensive remodel and include up to 6 months payments in the loan. You can remodel with a loan up to the FHA loan limits per each county which is $729,750 in San Francisco county.
The first step is to determine what work will be done, then the homeowner would obtain an estimate from a licensed contractor. Some banks only allow one contractor, who must sub out the individual contractors and other banks allow multiple contractors, usually up to three different trades. Once you have the numbers together a loan file is assembled and submitted to the banks underwriting department for preliminary approval. The appraisal is completde with the current as is value and the final completed value with all of the scheduled work done. This program allows a maximum loan amount based on 110% of the completed value. The maximum loan amount for a puchase would be 96.5% of the maximum value or for a refinance 97.75% of the maximum value.

Not sure about the city itself but you can. If you are doing a total rehab of the garage, as a lender, I can tell you that you definitely want to get a permit for the work and make sure the room has duct built into it. The reason why is that when you try to sell the property, you will get value for the room. If you do not, they will not count it as livable space.... more
I would say definitely replace them. The visual appeal is really important and new carpets can make a home zing, plus the expense is relatively small. Any experienced real estate agent should be able to point you to a good carpet installer at reasonable cost.
If you offer a credit, the buyer will take the credit and still want a lower price because the home does not look so good.
