There are no banks that lend for that low of a credit score, You'll need to get your scores into at least the 620-640 range to have a shot.
Credit scores are the #1 predictor for banks of future willingness to pay, and unfortunately 563 is considered very poor.
You can reach out to a housing counselor at www.hud.gov and they can perhaps give you direction on how to get those scores up so you can purchase some time down the road.

If you want the home your only option is to refinance the mortgage into your name. At the same time you must get him to quit claim his interest to you (the closing/title comany can handle this for you). If he doesn't you will be in the worst position possible which is that you have to pay for the house but he has legal rights to it and you can't sell it, etc. without his permission.
