Typically anything on the water requires Flood Insurance especially a home that has a mortgage or lien on it - you can go onto FEMA.org website & check out all the required info for yourself as well. There are homes that due to extreme situations: ex: Sandy damaged, funds depleted, lost job , etc, that do not have flood insurance on it - but most clients I deal with that are on the water do carry it.

Foreclosures are risky and the math rarely works. You usually can't buy them cheap enough to justify the cost of repairs, not to mention your time and the risk.
There are plenty of dumpy houses on the market that are priced to sell. Buy one of them instead.
When you're ready to buy, the best place to start is to hire an Exclusive Buyer Agent to represent you. EBAs represent home buyers only, and work to get you the best price and most favorable terms. You can go to NAEBA.org for a referral to an EBA in your area.

There were some problems at Horizons back in 2008. The builder had not completed much of the site work they said they would. Barnegat Township was able to use the bond monies posted by the builder (Kara Homes) and the work has been completed.
I'm confused by the use of "mysterious"!
