I have a similar clause in all my leases. The reason is that it prevents frivolous calls for things like burned out light bulbs. Also, if your landlord uses a 3rd party to manage repairs, like a home warranty company then you are paying the deductible. $250 seems a bit excessive, mine is $100 because that is the deductible cost. Once you find out the AA co requirement, Write or obtain a very comprehensive and complete binding rental agreement where all rights and obligations on both parts are spelled out very clearly and in measurale terms.
